Estonian Biographical Index contains references to personal names in all kinds of books, databases, card files, archival materials. One can view the name's occurrence for free, viewing the reference is for a fee. For additional fee it is also possible to order excerpts from most of those sources (copies of pages in books, excerpts from databases).
